Prelude to Gallopedia Polls, Week # 98

Dated 13th – 19th Dec. 09'

This week’s report consists of 23 surveys. 3 of these are multi-country surveys while the rest are national surveys. The range of issues includes governance, resurgence of Islam, Climate Change/Copenhagen and Palestine.

Since 9/11 levels of religious tolerance, especially towards Islam in the west have severely plummeted. The French ban on headscarves and the recent Swiss ban on minarets are two examples that question the credibility of the ideals of cooperation and co-existence. Thilo Sarrazin, a former Berlin finance senator and current member of the German Central Bank committee made a statement earlier this month demanding a ban on headscarves in Germany. The occident is clearly anxious about the growth of Islam in its midst. In a recent survey, about two third of Germans say that they are concerned about the growth of Islam in their country; one third of them are very concerned. To what extent is this concern propelled by an actual mushrooming of overt religious symbolism all over Europe, or conversely is it an exaggerated effect of the media reports highlighting and hence developing a stereotypical correlation between religion, extremism and terrorism? Is the ‘Eurabia threat’ real or imagined?

On the climate front for several months pollsters have been monitoring the publics’ concern about climate change issues before the dawn of the Copenhagen conference. One may say that a series of surveys by various organizations about this issue show that there has emerged greater awareness about climate change issues across the world. In last week’s surveys, even the Americans who have historically shown reluctance towards any drastic policy shifts have indicated their willingness for President Obama to become a signatory to any concrete development about this issue at Copenhagen. Despite all the publics concerns no real breakthrough could be achieved at the conference. Several polls show that people across the world believe that political leaders should given more importance to public opinion but looking at the Copenhagen outcome it seems that it will still take a lot of time before public aspirations are translated into leader’s decisions.

Prelude to Gallopedia Polls, Week # 97

Dated 6th – 12th Dec. 09'

This week report consists of 24 surveys. Two of these are multi-country surveys while the rest are national surveys. Various significant issues have been raised in the polls ranging from issues of global significance to local concerns across the globe.

While the political scientists continue to ponder over the issues of global governance and at various levels world leaders are practically taking some steps in this regard, the publics around the world seem to be very supportive of cooperation among the nations to achieve mutual goals. With all the awareness and modern values should not citizens in the developed countries be strong supporters of such a trend? But it is not the case. Recent polling by worldpublicopinion.org shows that countries like Turkey, Egypt and Nigeria are overwhelmingly supportive of the idea.

Pollsters have been continuously monitoring public sentiments & concerns about climate change. Surprisingly again the concern in the American public has declined about climate change depicting lagging pressure regarding pushing policies at the domestic front. At the international front however president Obama has demonstrated a proactive approach with a symbolically significant trip to Copenhagen for the UN Climate Summit. However the world continues to remain skeptical about any credible policy commitments stemming from this international forum.

Prelude to Gallopedia Polls, Week # 96

Dated 29th Nov. - 5th Dec. 09'

This week’s report consists of 35 surveys. Four of these are multi-country surveys while the rest are national surveys.

Since President Obama came to office, he has been making efforts to regain U.S. lost prestige & popularity. His administration’s efforts, his own personality and simply the change in leadership in U.S. have ameliorated the declining image of the U.S. in various parts of the world. Latin America is one of the regions where one can see a distinct improvement.[1] Turkey however is one exception where a deeper trend of anti-Americanism is in evidence. A distinction between America and Americans is perceived through out the world in terms of opinion where a larger faction lays greater trust in the latter as a people then the former. Similarly there is a difference of perception when discussing American leadership. In recent years there have been only nominal improvements in U.S popularity in Turkey. Only 14% of Turks expressed a positive view of the U.S. in the spring 2009 Pew Global Attitudes survey, the lowest rating among the 25 nations included in the poll. Similarly just 14% say they have a favorable opinion of Americans. While just one-third of Turks have confidence that President Obama will do the right thing in world affairs, this is a significant increase from 2008, when only 2% voiced confidence in then-President Bush. Turkish views of the U.S. have not always been so downbeat. U.S. State Department polling from the beginning of this decade found just over half (52%) of Turks expressing a favorable opinion of the U.S. However, the widely unpopular Iraq war led to a steep decline in America's image, and it has essentially never recovered.[2]

At the eve of Copenhagen, across the world people have showed high concerns about climate change. Almost two third of the global citizens believe it to be a serious problem and eight in ten believe it to be a ‘somewhat a problem’. Moreover a majority also show willingness to pay for program and policies dealing with the climate change. Does Copenhagen summit going to achieve any goal? Does nations like U.S, China and Russia are going to cut off their emission of green gases? This will definitely have impact on the production as well as growth and development of the country. Americans especially have always shown the least concern about climatic issues, however recently more Americans express concern about climate change. It is important to see how the leaders translate public concern into their policies. All the developed states being influential will have to play important role in such development. But will they be ready to sacrifice their growth or pay for dealing with such issues, remains to be answered in recent future.

Prelude to Gallopedia Polls, Week # 94

Dated 15th-21st Nov. 09'
This week’s report consists of 22 surveys. Two of these are multi-country surveys and the rest are national surveys. Brief comments on two issues are as follows.

What do Afghans expect of the international community and its neighbors? The recent Gallup international survey shows that Afghans want UN, NATO, India, Pakistan and Iran to play a role in reconstruction of the country and its economic build up. However support for the current government is a sour issue, perhaps due to their low level of faith in the transparency of the Karzai government. Pakistan is perceived as being supportive of Taliban, a highly discouraged notion. The primary concern seems the need of assistance and support in reconstruction and economic development. These perceptions also depict a desire to govern their own country, lack of intervention and the need for the withdrawal of forces.

Iran’s nuclear issue has been significant in international affairs. Overwhelming majorities in almost all the west European countries and United States deem Iran’s nuclear capabilities a major threat. Russia and Ukraine, however, seem to be distinct exceptions. Is Russia going to veto any resolution in Security Council imposing stricter sanctions against Iran? Russia has a long history of relations with Iran and keeping in view the resurging status of Russia, one may expect Russia to take a position on Iran’s nuclear issue in the U.N Security Council.

Prelude to Gallopedia Polls for Week # 93

Dated 8th-14th Nov. 09'

This week’s report consists of 24 surveys. Four of these are multi-country surveys while the rest are national surveys. A range of global and national issues have been raised in this report.

Karzai got a second term in office with allegedly fraudulent elections. But will he be able to address the most important issue of corruption in the country? Almost eight in ten Afghans feel that there is widespread corruption in the government, which the government is not doing enough to curb. Karzai’s precarious position is backed by multifarious ethnic groups, erratic political parties, and several foreign actors. The crux of the matter lies in Karzai’s inability to follow stringent policy against corrupt officers in public offices.

People in America and west Europe feel that Taliban are on the rise in Afghanistan and Pakistan. However the occidents are still somewhat supportive of troop withdrawal from Afghanistan. Does it mean that the morale of the western nations is down? The inclination towards troop withdrawal raises a lot of questions. Repeating the mistake of leaving Afghanistan, as they did after the Soviet withdrawal, will have a grave impact on the status of America, the stability of the world in general and the region in particular .

Climate change has been on the minds of people for a long time. On the eve of President Obama’s meeting with his Chinese counterpart to discuss the issue of climate change along with various other issues, the polls showed that public around the world is not satisfied with the efforts made by these two countries to deal with climatic concerns. Today public awareness about climate change is far higher than at any comparative point in history; will public concerns be able to achieve anything out of this meeting?

Prelude to Gallopedia Polls for Week # 92

Dated 1st-7th Nov. 09'

This week’s report consists of 21 surveys. Two of these surveys are multi-country while the rest are national surveys. A wide range of issues has been raised ranging from the war in Afghanistan, unrest in Palestine, political debates in U.S. to the various issues in Latin America and other regions.

This week the world in general and the Germans in particular marked the completion of second decade since the Berlin Wall fell. This provided pollsters the opportunity to revisit the publics’ perceptions about communism, Soviet Union and a resurging Russia. The improving economy, abundant energy resources, stable governments, popular leadership, and recent military adventure of Russia in South Ossetia suggest a trend towards resurgence. But how accurate is the notion? Do Russians really perceive themselves as a powerful nation? A recent Pew survey helps portray Russian sentiments and aspirations.

Nationalist sentiments are quite evident in Russians. About six in ten Russians were disappointed with the downfall of the Soviet Union. Compared to 1991, more than twice Russian respondents say that Russia is for Russians. Similarly, more Russians today than in 1991 say that it is natural for Russia to have an empire. This shows that as a nation they are feeling stronger than ever since the collapse of the Soviet Union and aspire to regain their lost status. Probably their intentions and aspirations are felt across Europe. None of the countries in either east or west Europe except Ukraine and Bulgaria have a positive view of Russian influence in world politics.

Is it possible for Russia to regain its previous status as one of the super power in the world? Can it surpass or equate U.S and China’s economic and military powers? Russian may be very optimistic, but ground realities are tough and harsh for Russia. Russia’s popularity as global power is quite negative in most of Europe. Moreover Russia’s main asset in its resurgence has been its energy reserves. Russia earned handsome foreign exchange with the hike in oil prices. Its intentions to exploit gas channels to Europe should not be overlooked. But this globalized world is quite complex and interdependent. How far can Russia exploit the energy market? If Europeans are dependent on Russian gas then Russians are also dependent on European market for selling its gas. Neither can exploit each other beyond a certain limit. So only economic power may give Russia a good status among Europeans but it can not use this alone as a mean for its resurgence.

Prelude to Gallopedia Polls for Week # 90

PRELUDE

This week’s report consists of 26 surveys. Two of these surveys are multi-country surveys while the rest are national surveys.

The recent An Najah university survey portrays a picture of Palestinians who are rather annoyed by Hamas. This shows that Hamas is losing supporters in both Gaza and West Bank. Palestinians are also skeptical of Arab nations and think that Arab nations are also causing hindrance in reconciliation between Fateh and Hamas. The continued political instability and rift between the two major political parties has somewhat demoralized the Palestinians. But it also shows that in the next elections Fateh is going to secure the majority in both West Bank and Gaza. Palestinians feel that Hamas is delaying the reconciliation and is taking some advantage out of this delayed reconciliation agreement. These finding reveal the perception of a leadership vacuum for the Palestinians. In the absence of any definite timelines the clear inclination is towards the resolution of the rift between the two parties.

Climate change and environmental concerns have become one of the foremost concerns that people share across the globe. Several efforts have been made by civil society organizations to generate awareness in order to combat this problem. The recent BSR conference also concluded that climate change is the top priority for business sustainability efforts for the next year. The history of environmental politics also shows that U.S. has always lagged behind in combating this concern. The recent Pew Research Center survey helps in understanding U.S. policies in this regard.

In an opposing trend within the US there has been a sharp decline in the number of respondents who believe that earth is warming up. Only 57 % of Americans believe that there is solid evidence that earth is warming up, down from 71 % in the year 2008. Similarly there has also been decline in the number of respondents who think climate change is a serious problem. This decline has been across the American political spectrum with more visible sharp downward trends in independents. Nevertheless, a majority of Americans support policies that limit the emission of harmful gases. This shows that American people are still not very clear about the issue of environmental change rather they have mixed views. But keeping in view the fact that U.S. is the largest industrial state these mixed views are quite disappointing, since it depicts a low level of awareness among the American people. While people in most of other countries are highly supportive of policies to deal with environmental concerns, Americans scene in this respect seem to be either of indifference or ignorance.
